Elkton City Council Moving Forward With Todd Middle Turning Lane Project

Work will soon begin on the construction of a turning lane in front of Todd County Middle School after Elkton City Council members approved a bid contract for utility relocation at the site.

In its regularly scheduled meeting Thursday evening, the council awarded the bid to Abbico Contracting from Harned, Kentucky, the lowest of four bids submitted for the project at $74,400.

The construction of a turning lane is a project of the Kentucky Transportation Cabinet and all costs incurred by the City of Elkton for the project will be reimbursed by the state once the project is complete.

The council also approved two municipal orders relating to the pay and benefits of city employees.

Elkton Mayor Arthur Green told the council that the orders clarify changes that the city has made to recruit and retain employees. Changes included in the order include an amendment of employee position descriptions that will allow employees to increase two pay grades after one year of employment.

Additionally, employee paid vacation leave increased from 24 hours to 40 hours after 2 months, 40 hours to 80 hours after 1 year, and 200 hours after 15 years of employment.

Employees will now be allowed to carry over 40 hours of vacation leave into the next year.

Mayor Green updated the council on the city’s ongoing grant projects, including the sidewalks on Goebel Avenue and West Main Street.

Improvements at the Elkton City County Park have begun and poles for the park’s new lighting should be installed by mid-January. Bids for playground equipment at the park can be submitted through December 21.

Beginning in March 2024, city residents will no longer receive late notices for utility services in the mail. A software update to the city’s utility billing notification system now allows residents to be notified via email when a utility bill is delinquent. Residents will need to provide an email address for notification purposes.

The Elkton Christmas parade has been rescheduled for December 16 at 5 p.m. after last Saturday’s severe weather. The parade will start at the high school going north to Public Square then exiting west to Streets Avenue. Children will be able to visit and take pictures with Santa and enjoy refreshments at the Welcome Center on the square after the parade.

According to Mayor Green, Saturday’s festivities will happen rain or shine.
