Todd County Indictments Include Vehicular Homicide And Rape Charges

A Texas man was indicted on various charges including vehicular homicide for a wreck that resulted in the death of the North Todd Elementary School librarian.Timothy Joe Todrank, 60, of Houston, Texas, was indicted on charges of vehicular homicide – while under the influence of drugs/substance; operating a motor vehicle under the influence of a substance; first-degree possession of a controlled substance; possession of drug paraphernalia; and first-degree criminal mischief.

The charges stem from a December 4, 2024 wreck that occurred at the intersection of U.S. 68 and Goshen Road. In the case investigated by Kentucky State Police Post 2, investigators said 58-year-old Karen Hargrove was killed after a truck driven by Todrank collided with her car.

In the citation given to the jail during his arrest, it stated he was lethargic and could not maintain verbal communication but later admitted to falling asleep behind the wheel, crossing the median, and striking Hargrove’s vehicle. Todrank was taken to Jennie Stuart Health for medical clearance and stated he took some kind of unknown substance he was given in Hopkinsville but only after the collision.

He remains lodged in the Todd County Jail under a $500,000 bond.

James Bowles

James Bowles, 44, of Clarksville, Tennessee, was indicted on charges of third-degree rape; third-degree sodomy; first-degree unlawful transaction with a minor – illegal sex act under the age of 18; three charges of second-degree unlawful transaction with a minor; procure or promote use of a minor by electronic means; harassing communications; tampering with physical evidence; complicity to tampering with physical evidence; and second-degree persistent felony offender.

The charges come following an investigation by the Elkton Police Department and occurred between January 1-November 30, 2024. The third-degree rape charge comes after Bowles was alleged to have sex with a minor that was 16 or 17. He also provided the teen with marijuana that she smoked and sold for him.

He remains lodged in the Todd County Jail under a $500,000 bond.
