In its first regularly scheduled meeting in 2025, the Elkton City Council welcomed two new council members and two new police officers.
Emily Carroll and John Mullins each began their two-year terms on January 1, after having been elected in November. The two and returning council members were sworn in on December 30 at Elkton’s historic courthouse.
Elkton Police Chief Roberts Toombs introduced Officers Chase Horn and Hayden Legrand.
Horn, a native of Clarksville, recently graduated from the Kentucky Law Enforcement Basic Training in Richmond, KY, and will begin city patrol next week.
Legrand, a native of Muhlenberg County, will soon begin basic training in the recently completed basic training academy in Madisonville.
The council approved the 2nd reading of an ordinance that will allow the city to borrow money from the Kentucky League of Cities Bonding, should the need ever arise.
Mayor Arthur Green told the council the city is eyeing 2 projects—the installation of solar panels and the lease of a new fire department building, however, he hopes to secure alternative funding for the projects so that bonding will not be necessary.
The ordinance also requires that the city implement a tax to pay the bonds, if the city cannot pay them back.
In other news, the council approved the reappointment of Councilman Frank McReynolds to the Job Development and Incentive Program Committee and the appointment of Councilman George Orr to the Revolving Fund Board.
Both terms will expire in December 2026.
The city will begin accepting applications for an assistant fire chief after the recent retirement of Daniel Smith. Current firefighters will be given priority.
