Elkton Police Officer Higgins Retiring; Fire Chief Soon To Follow

After 21 years in law enforcement, School Resource and Elkton Police Officer Ed Higgins announced his retirement at Thursday’s city council meeting.

SRO Higgins has been employed as a school resource officer at Todd County Middle School and as a patrol officer for the last 4 years. Police Chief Toombs presented Higgins with a plaque and Mayor Arthur Green thanked Higgins for his service.

A reception honoring Higgins will be held on April 26 at City Hall.

Elkton Fire Chief Darrel Wagoner also told the city council that he plans to retire later this spring. Wagoner said he plans to stay until a new chief has been hired, a process that will begin April 23 when the city begins accepting applications.

In other news, council members put their stamp of approval on several items including 3 ordinances rezoning 3 separate parcels of land:

  • 309 West Main Street and Parcels on Hampton Court from R-1 single-family residential to R-2 medium-density residential;
  • Annexation into the city a 3.04-acre tract located 1.5 miles west of present city boundaries on the north side of Highway 68 Business;
  • Annexation into the city a 5.31-acre tract north of Highway 68, west of Pond River Road, and south of Riverbend Subdivision.

Among the council’s approvals was the appointment of 2 new members to the city’s Ethics Commission: Peggy Oyler to fill the remaining term of Sam Turner set to expire in January 2025 and Linda Grove to fill a 3-year term left vacant by the expired term of Marlene Harrell.

Additionally, the council voted to approve a proclamation designating April as Month of the Military Child and April 15 as Purple Up Day. Residents are encouraged to wear purple on April 15 in support of our county’s military students and personnel.

City Public Works Director Chris Orr advised the council that residents will receive a residential Lead Line Survey in May. The survey asks a series of questions related to residential water pipes. The results of the survey will aid city workers in compiling the Lead and Copper Service Line Inventory required later this year by the KY Division of Water.

Residents needing assistance with the survey can call the Public Works office.

A ribbon cutting for KONA Ice is scheduled for April 19th at 2 p.m. in the Justice Center Parking Lot and on April 20th at 10 a.m. for the city’s newest childcare facility at 201 South Perry Street.
